Purpose

Support the Supplier Quality Surveillance (SQS) Program and to ensure effective implementation of SQS activities during the manufacturing process to ensure compliance with quality standards, industry codes, Engineering, and client specifications.


Responsibilities

Reports to the SQS Manager or designee and is responsible for implementation of, Supplier Quality Surveillance Requirements, the requirements specified herein, and any special project or client requirements. Responsibilities as they apply to this Guideline shall include, but not be limited to:

  • Attending weekly project meetings.
  • Preparation of Weekly Project Status Reports.
  • Review of inquiries, purchase orders (POs), requisitions, and subcontracts for conformance to surveillance and inspection requirements detailed in the project's SQS/QA?PEP.
  • Assignment of the proper surveillance/inspection levels per equipment tag number or by PO/subcontract as determined by criticality rating.
  • Preparation of Inspection and Test Plans (ITP) for inquiry packages, Assignment Instructions, and Inspection Folders for each order that includes surveillance, inspection, witness/observation or review points, along with requirements for client participation.
  •  Issuing the Assignment Instructions in accordance with project distribution requirements.
  • Assigning QA Inspectors, coordinating their daily activities, and issuing their Assignment Instructions and Inspection Folders. When third?party QA Inspectors are to be considered for assignments, secure their resume and conduct preliminary interview to confirm qualifications. The type of interview, telephone or in?person, will be determined based on the criticality of the assignment. Use of third party QA Inspectors requires final approval of the Chief QA Inspector or QA Inspection Supervisor (as applicable) and the Project.
  • Determining if a Pre?Inspection Meeting (PIM) is necessary.
  • Attending and chairing the PIM(s) for critical equipment or orders.
  • Review and approval of Suppliers ITP (SITP).
  • Assisting the QA Inspector in obtaining clarifications and interpretations to quality standards, industry codes, and Engineering and client specifications.
  • Review of SQS Quality Assurance Inspection and Status Reports prior to issue.
  • Creating and maintaining spreadsheets from the Inspection Database.
  • Worley Project Information (WPI) filing of Project SQS Documents.
  • Distribution of SQS project reporting deliverables per the project distribution matrix.
  • Maintaining SQS inspection folders and information on WPI and the department network drive.
  • Assist with phone calls from SQS QA Inspectors in the field.
  • Assist with phone calls from third?party contract agencies.
  • Distributes weekly Vendor Document Status Reports to the QA Inspectors.
  • Maintains a log of all NCRs issued and ensures that all NCRs are properly dispositioned and closed before project closeout.
  • Develop a labor estimate with assistance of the SQS Manager
  • Submit estimate for approval by the SQS Manager prior to issuance to the PPM.
  • Review from Requisition Engineer a completed requisition package along with all project specifications to the assigned SQS Coordinator for review (during the inquiry process)
  •   Review and transfer all (W) Witness and (O) Observation points as well as client-specific (H) Hold points that are specified on the JSP to the SITP during the SITP document review cycle.
  • Review each inspection report for content, accuracy, and to determine whether there are any action items that require project assistance prior to formal issue to the project. 
  •  Communicate with the Requisitioning Engineer, PPM, or Project Expeditor as needed to assist the project in resolution of problems. IRCs shall be reviewed for outstanding items or contingencies.
  •  Review the completed and signed Jacobs JSP/SITP as applicable and close out the inspection file, where applicable.
  • Review the Supplier Evaluation submitted by the assigned Worley Supplier Quality Surveillance QA Inspector, for completeness and submit to the PPM.



Qualifications

  • 4 years of experience in related field required.
  • High school diploma or equivalent required.
  • Certification in at least one testing or inspection discipline preferred.
  • Minimum of 2 years of field QA/QC experience required.
  • Experience in industrial construction and/or maintenance field preferred
  • Working knowledge in all construction disciplines; Civil, Structural, Pipe, Mechanical, and Welding required.
  • Industry certification or certified training in multiple disciplines preferred.
