1.

Strategic Management Participation

  • Provide management of support in environmental issues in proven technologies and methods for screening, identification, retrieve and final disposal of EOD, Unexploded Ordnance (UXO).

§ Project Management and Leadership of EOD Project teams to deliver the projects within schedule and cost.

§ Writing UXO procedures, revising documentation, reviewing contractor documentation, preparing company comment response sheets, responding to contractor transmittals and letters

  • Provide UXO Project management and coordination of remediation programs, including the development and maintenance of project schedules and budgets and coordination of junior staff
  • Provide management of support services for supervising and directing engineering, procurement and management of contractors appointed by the Client.
  • Provide management of services for Environmental Remediation activities in contaminated areas including wet and dry oil lakes, oil piles including start-up and initial operations assistance as well as operational personnel and systems as required by the Client.
  • Implement and monitor non-conformance reporting, corrective action, and verification procedures to ensure feedback and follow-up processes are in use;
  • Implement a product/process inspection sampling methodology to ensure compliance with contract requirements;

Quality Assurance

§ Conduct UXO and Landmine Clearance Quality Assurance monitoring of contractors work

  • Conduct and document quality control surveillance audits of all UXO clearance operations to ensure compliance with established procedures;

§ Working within the provisions and guidelines of the quality assurance system relevant to the Contaminated Sites Group

§ Ensure all work conforms to the codes and standards specified by the client, or to agreed industry standards.

§ Provide technical direction, advice and control of the work. Liaise with client representatives to establish technical direction where not provided by codes & standards.

§ Sponsor the implementation of new required systems for enhancing the quality & efficiency within the team.

  • Contributes to compliance with Worley’s policies and procedures.
  • Strong working knowledge of Worley’s engineering and procurement systems and procedures.

3.

Project Execution and Budget Management

· Document, report, verify and ensure completion of all corrective actions to ensure all UXO survey and clearance operations comply with requirements

· Provides oversight of contractors using proven technologies and methods for screening,

identification, retrieve and final disposal of EOD, Unexploded Ordnance

(UXO).

· Responsible for Developing Contract strategies, and Contracts for UXO management programs in different environments including those in dry and wet soils

· developing strategies for the Environmental Remediation program

· Interpreting and Implementing of environmental regulations and investigation results to successfully meet the clients requirements;

· Effectively manages assigned budgets within Worley’s total scope.

· Tracking MPI (Man-hour Productivity Index) for the projects - Any issues regarding the schedule or budget that has been highlighted in MRPD sessions to be addressed immediately.

5.

HSE and Safety

· Familiar with the necessary engineering and organisational controls required to prevent damage to the environment.

  • Must have a good understanding of industry quality and health and safety requirements as applicable to UXO and Landmine clearance operations.

· Guide the leads in the discipline to take proper actions to closeout all the outcomes from HAZOP/HAZID/SIL or any other safety study workshops.

· Ensure implementation of EMS standard Safety in Design (SID) discipline manual provisions are appropriately incorporated in the engineering design.

· Implement and comply with safe working practices for the Contaminated Sites Group. Understand and follow occupational health and safety procedures.

· Through proactive means create an environment where zero accidents and harm to people and the environment are achievable.

· Provide effective and practical UXO input into study and contract action phases of projects to ensure HSE & QA/QC aspects of project execution are adequately considered via the HSE & AQ/QC team.

§ Accountable for developing and implementing administrative and technical practices, specifications, and procedures.

§ Initiates and approves the development of specific standards and specifications.

§ Managing remediation technologies for oil contaminated soil

§ Provides support in development of contract strategies, and contracts for UXO management

§ program in different environments including those in dry, wet soils, and oil contaminated piles.

§ Ensuring that key reports carry out their duties and responsibilities in line with approved procedures.

§ Ensuring the contractor and their subcontractors fully understand and are aware of UXO standards, regulations and UXO System.

Client & Internal Stakeholder Relationship

  • Preparation and presentation to clients of technical correspondence, project proposals, reports, work plans, and project specifications including cost estimates and budgets
  • Maintains and builds healthy client relationships.
  • Communication with regulators and stakeholders
  • Identifies, documents, communicates and meets the client’s requirements
  • Develop a trusting and mutual respect relationship with internal and external service suppliers. Meet the customer technical representatives on regular basis so that flow of information is maintained and to obtain the performance feedback.

Mandatory Contract Requirements:

Minimum Qualifications:

· Certificate from Specialized Institution such as Department of Defense Explosives Safety Board (DDESB) or equivalent for EOD or UXO level II

  • Minimal IMAS Level 3 supported by certificate of training from a recognized, Specialised Institution or Military Certificate of training.
  • EOD level 3 qualification from an international military organizations that train and educate EOD specialists in accordance with NATO standards, or equivalent. In case of equivalent, the Offeror is responsible for providing proof of competence and curriculum of courses attended

Experience:

· Minimum 10 years of post-qualification total experience

· Minimum 5 years of post-qualification experience in similar role

  • A minimum of 10 years of experience in the UXO/EOD industry with a minimum of 3 years of experience in a supervisory preferably, a Quality/Safety assurance position.
  • Must have a good understanding of industry quality and health and safety requirements as applicable to UXO and Landmine clearance operations.
  • Shall have practical experience, preferably in the Middle East or Northern Africa (MENA) preferred, in the conduct of UXO Geophysical Survey, and UXO and landmine clearance operations.
  • oil & gas experience would be considered an asset.
  • Shall have practical experience in proven technologies and methods for screening, identification, retrieve and final disposal of EOD, Unexploded Ordnance (UXO).
  • Must be an experienced to develop Contract strategies,and Contracts for UXO management programmes in different environments including those in dry and wet soils.
  • Preferable experience of working in Oil & Gas Field environments is a plus
  • Minimum 5 years experience in a developed country
